Ok yes thats the big question I keep getting asked on BashandSlash casts.  The answer is very very soon - :)   I'm finishing off the website.  CoDTV itself is pretty much done - other than I was speaking with England4eva about Commod support (it should work fine now but I need to do some testing - mod support is built into CoDTV).  However what if a viewer doesn't have the mod that is being played on the live stream?  They won't see the same things the players are seeing but I think I can make the client check if they have the right mod and if not automatically download it.  I'm saving that for beta2.
